Here are the few tips that can help you in having the most effective billboard ad:

Do not use more than 7 words!
Readability is quite significant if we focus on the billboards and if you do not offer readability to your viewers, your money you spent on the billboard is of no use. Therefore, it is important to keep the font bigger and simple that is easily comprehended by the readers.
In addition to it, do not use word stuffing as it can ruin the overall look of your billboard.

Background must be attractive and eye catching!
A number of people think that simple backgrounds with striking content are more appealing while others have a different opinion. A number of studies in this regard show that people tend to notice unique and creative things more as compared to the routine ones. This means that you must be using striking colors in the background and better contrasts to get the attention.

No need to give contact information!
There is no benefit in offering contact information on the billboards as nobody notices it. As people can lay their attention on the billboard for hardly 4 seconds on average, there are more chances that they will only notice what is written and will ignore if they feel it is overstuffed.

Logo and company name must be mentioned!
Do not forget to mention the company name and the brand logo as this is the major purpose why you have opted for billboard advertising. People will search you online through your company name. In addition to it, this serves and fulfills the purpose of branding and it will promote the company and the product.

Take care of the space:
If you are paying for a full-fledged billboard, it is not essential to fill every inch of it with content and visuals. It must be less crowded and it must have all the components placed at a certain distance.
